History
Hayes County was established in 1877 and named after President Rutherford B. Hayes. Settlement expanded across the rolling High Plains, where ranching and dryland farming became the foundation of the local economy. Hayes Center, founded in the 1880s, became the county seat and developed into a small but important service hub for the surrounding ranchlands. Hamlet, Palisade (partly in Hitchcock County), and small rural communities grew around agriculture, livestock, and early transportation routes.
The county’s history reflects frontier ranching culture, homesteading, and the development of small communities that supported life on the High Plains of southwestern Nebraska.

Hayes County at a Glance
Hayes County, Nebraska — established by the legislature on 19 February 1877 and organized in 1884, when officers appointed by Governor James W. Dawes held their first meeting at LaForest, on Blackwood Creek. Named for Rutherford B. Hayes, president at the time. County seat Hayes Center. Population peaked at 3,603 in 1930 and stands at about 850 — and Hayes County has lost population at every single census since that peak, fourteen consecutive decades without one reversal. 61 listings across 16 towns.
The reason is simple: the railroad never came. No line was ever built to Hayes Center. Freight was hauled in by wagon from Culbertson, in Hitchcock County, and later from Beverly as the rails crept west; when the railroad finally reached Palisade in the 1890s it shortened the haul but never touched the county’s interior. That single fact accounts for the whole shape of the county’s history — and for its fifteen or more ghost towns against three living ones, the highest ratio in this part of the state.
Getting there: US-6, NE-25 and NE-25A. Frenchman Creek and Stinking Water Creek cross the county, Blackwood Creek runs past the site of LaForest, and the headwaters of Red Willow Creek rise here; the canyon country along those drainages is genuinely rugged. Hayes Center sits at 3,040 feet. Six counties border it and all six are Nebraska — alone among its neighbors, Hayes touches no other state. Central Time, even though Chase to the west and Perkins to the northwest are both on Mountain: the zone line runs up those two county boundaries.
The county seat was built to be one. A special election on 10 January 1885 put Hayes Center, Estelle and LaForest on the ballot and none took a majority; a runoff on 10 April 1885 gave it to Hayes Center, a town put up by county-seat promoters, claiming a hundred residents, and named for sitting near the county’s geographical center. Estelle, out on Stinking Water Creek, was the real town — post office, general store, blacksmith, harness shop and a mill — and it is a ghost town now. The promoters’ town won and the merchants’ town died. The first county offices were two rented rooms at ten dollars a month.
The Grand Duke’s buffalo hunt happened here, and this is the most misfiled site in southwest Nebraska. On 13–15 January 1872, Grand Duke Alexis Alexandrovich, fourth son of Tsar Alexander II, hunted buffalo on Red Willow Creek in a spectacle staged by General Philip Sheridan, with George Armstrong Custer, General George Forsyth, “Buffalo Bill” Cody as guide, and Chief Spotted Tail with Brulé Sioux dancers. The camp stood about a mile north of the historical marker, which is four miles east and four miles north of Hayes Center — in Hayes County. Because the creek is named Red Willow, sources put the hunt in Red Willow County constantly; that county is fifty miles east. The marker makes the harder point too: within two years the buffalo were gone from the region, and the homesteaders came.
Outdoors: Hayes County has no state park, no state recreation area and no reservoir — it is the only county in this tier with no impounded water of any size, and any guide that puts Enders or Swanson here has it wrong; those are in Chase and Hitchcock. What it does have is Camp Hayes, the Hayes Center State Wildlife Management Area, about twelve miles out in the canyons — primitive camping, fishing, paddling, hunting, hiking, birding and some of the darkest stargazing skies in Nebraska, with an annual trail ride. Hunting, fishing and park permits are sold over the counter at the Hayes County Clerk’s office in the courthouse, which is a rural convenience arrangement worth knowing about before you drive out.
