Shelby is a village in Polk County, on U.S. Highway 81 near the eastern edge of the county, six miles east of Osceola and seventeen miles south of Columbus. The center of population of Nebraska falls near here. The 2020 census counted 710 residents, a figure that has barely moved since 2000.

The town began in 1879 on a timber claim owned by Gilbert Van Vorce, when a railroad company took a half interest in the land in return for building through. The station was renamed Shelby in August 1880 for a railroad official, though sources disagree about which company employed him. The earlier post office name, Arcade, had been dropped because it was confused with Arcadia, Nebraska. The line still runs through the middle of town, and Shelby grew into a substantial grain shipping point.

A Methodist congregation organized in 1883 and a Catholic one in 1898. The village modernized early, with arc lighting on Main Street and, between 1890 and 1920, electricity, water and sewer service. It marked its centennial in 1979 and has held Farm Heritage Days each August since 1985, an event built around vintage farm machinery. There is a five acre park with recreation facilities, and students attend Shelby-Rising City Public Schools.

For a village this size, Shelby has an unusual roster of former residents: the nuclear physicist John R. Dunning, Ford Motor Company president and Stanford business dean Arjay Miller, the bobsledder Curtis Tomasevicz, who won Olympic gold in 2010, and the drag racing figure Howard Johansen.
