Nora is the smallest incorporated municipality in Nuckolls County, with just 21 residents, laid out in 1887 by C. F. Wilson and Jacob Ritterbush and named after Nora, Illinois. The town survived a series of fires across the decades and once supported a state bank; today the Farmers' Union Co-op is reportedly Nora's sole remaining business. Oregon Dairy Industries Hall of Fame inductee Katherine “Kathy” May Todd is a Nora native.
