Roscoe began around the 1870s–1900s as a Union Pacific railroad siding and section house between Ogallala and Paxton, with more substantial settlement from about 1907 and a general store and post office established in 1909 by first postmaster John Quenton. It saw modest infrastructure over the following decades — a blacksmith shop and graded highway by 1918, a community hall, school, and an early gas station in the 1920s — but the origin of the name "Roscoe" itself is unrecorded even in the county's own historical account.

Roscoe has never been incorporated; it is an unincorporated community and census-designated place with a 2020 Census population of 44. Its ZIP code, 69153, is shared with Ogallala — confirmed correct, not a data error, since Roscoe's own post office is no longer active and its addresses route through Ogallala's post office. Today Roscoe is essentially a small residential cluster along U.S. Route 30 about 7 miles east of Ogallala with nearby Interstate 80 access, with most of its former businesses and school long since closed.
