Milligan is a village in eastern Fillmore County established in 1887, when the Kansas City and Omaha Railroad was extended to the site. It is named for Frank Milligan, a railroad official. Milligan sits within the county's documented Czech-settlement belt, and its strong Czech heritage is preserved at the Cesko-Narodni Sin, or Czech National Hall, a 1929 building listed on the National Register of Historic Places in 1996 that still serves as a gathering place for the local Czech community. Professional baseball player Eddie Brown, an MLB outfielder in the 1920s, was born in Milligan. With a 2020 population of 241, the village has seen a steady decline over the past several decades, consistent with the broader pattern across rural Fillmore County.
Milligan's Czech National Hall remains one of the more distinctive cultural landmarks in Fillmore County, reflecting the strong Czech immigrant heritage that shaped the community. Though its population has declined gradually since the late 20th century, the hall continues to anchor the village's identity.
