Elsie was established around 1887 when the Chicago, Burlington & Quincy Railroad extended into the area, and was named for Elsie Perkins, daughter of CB&Q Railroad president Charles Elliott Perkins — the same Perkins family for whom Perkins County itself is named. Several of the village's streets were named for railroad figures and lines, including Burlington, Chicago, Perkins, and Quincy.
