History

Harlan County was established in 1871 and named after Senator James Harlan. Early settlement centered on the Republican River, where fertile bottomlands supported farming, milling, and frontier communities. Alma, founded in the 1870s, became the county seat and developed into a regional hub for trade, education, and civic life. The construction of the Harlan County Dam in the mid‑20th century transformed the region, creating one of Nebraska’s largest reservoirs and reshaping the county’s economy through recreation and tourism. Harlan County at a Glance

Harlan County, Nebraska — created on 3 June 1871 out of Kearney County (the county’s own history says Lincoln County; the statute says Kearney). The namesake is genuinely disputed and no source settles it: either Thomas Harlan, who led a settler party down from Cheyenne into the valley in 1871, or James Harlan, the Iowa senator who served as Secretary of the Interior in 1865–66. County seat Alma, named for Alma Cook, a settler’s daughter. Population peaked at 9,578 in 1910 and stands at 3,073. 124 listings across 6 towns.

Getting there: US-6, US-34 and US-183 all cross the county, with NE-4, 46 and 89. The Republican River runs its whole length and is impounded as Harlan County Lake, fed by Prairie Dog, Sappa and Turkey creeks. Alma sits at 2,005 feet, the lowest county seat in this part of the state. Harlan is one of Nebraska’s township-organized counties, with sixteen of them. The Burlington reached Alma on 13 January 1880 and the Kansas City & Omaha in 1887. Central Time.

Republican City was moved out of the way of the lake. The original townsite stood two and a half miles west of the present dam and went under when the reservoir filled; the village was rebuilt on flood-free ground above full pool, about a mile northwest of the dam. It had 580 people in 1950 and has 134 today. It is one of very few Nebraska towns physically relocated by a federal reservoir — and the reason the dam exists at all is the Republican River flood of 31 May 1935, which took at least twenty-one lives at Orleans and one at Alma.

Harlan County Lake is Nebraska’s second-largest, after Lake McConaughy — 13,250 surface acres and about 75 miles of shoreline — and it is a U.S. Army Corps of Engineers project, not a state recreation area, built between 1946 and 1952. The southernmost end of the pool reaches into Phillips County, Kansas. Three Corps campgrounds — Gremlin Cove, Hunter Cove and Methodist Cove — carry electric sites, showers, playgrounds and swim access and are reservable through recreation.gov; North Outlet and South Outlet are primitive, with hiking trails at North. Alma City Park and the North Shore and Patterson Harbor marinas add more. There are hiking, multipurpose and ATV trails on Corps ground, and the fishing runs to walleye, white bass, wiper, channel and flathead catfish, crappie and northern pike. And there is a seaplane base. Harlan County Lake Seaplane Base is a public-use facility owned by the Corps of Engineers about six nautical miles southwest of Alma, with a single east–west water landing area 15,000 by 4,000 feet. A landlocked Great Plains county with a federally listed seaplane base is not a thing you find twice.

For visitors: the Harlan County Historical Museum — which is at Orleans, not at the county seat. Seven National Register listings, more than almost any county out here: the Alma Carnegie Library; the Alma City Auditorium and Sale Barn, a combined civic hall and livestock barn and a genuinely unusual building type; the Cordelia Bennett Preston Memorial Library and the Hotel Orleans; and three 1992-listed county bridges over Prairie Dog, Sappa and Turkey creeks. Farmers markets run at Alma and Orleans.

Born here — and both from Orleans, population 341. Donald R. Ross (Orleans, 1922), an Army Air Corps major, then mayor of Lexington, United States Attorney for Nebraska, and from 1970 a judge of the U.S. Court of Appeals for the Eighth Circuit. And Robert E. Rundle (Orleans, 1915), the crystallographer who took his doctorate under Linus Pauling, taught at Iowa State, and was President of the American Crystallographic Association in 1958. Alma’s own great figure, Ashton Shallenberger — who founded the Bank of Alma, became Governor of Nebraska in 1909 and served five terms in Congress — was born in Illinois, and the town is entitled to claim him as its own without calling him a native.
