The Holt County Courthouse stands on North 4th Street in O'Neill, between East Clay and Benton Streets. It was built in 1936 in the Art Deco style to a design by the Omaha architect John Latenser Sr., and is listed on the National Register of Historic Places.
Holt County operates under 17 separate offices, most of them in this building. The County Clerk is on the lower floor. The district court offices are upstairs, and the top floor holds the county jail and the 911 center, which Holt shares with Boyd County. The Sheriff is not in the courthouse - that office is across the street to the north.
