Central Nebraska Community Action Partnership Inc. provides social services, community support, and assistance programs for low-income residents in north-central Nebraska including Holt County.

Programs delivered from the O’Neill office include Early Head Start, Family Outreach, WIC, immunisations and commodities, together with the Nebraska Early Development Network. The strapline is “Helping People. Changing Lives.”
